OSCAR/Surface: Termination of Vol.A Legacy File

After this date the Vol.A Legacy File will no longer be available as previously announced by WMO on 5.09.2022 via an official letter to the Members (ref. 19923/2022/I/ONM) as well as on the latest edition of the WIGOS newsletter.
